Description: "Detain" v. "Arrest"?
What constitutes probable cause to arrest, even if the Police let person go without charging? 
How long can Police hold a defendant without charge? 
If defendant is let go (initially), can Police keep any property (phone which tracks where person was the night of the murder)?
How long do Police have to get a search warrant? ETC.
